Board of Commissioners Meeting
April 23, 2008
Sunapee Town Offices

PRESENT: Tracy Nangeroni-Chairperson, Charles Smith, Theodore Gallup, Paul Manson, Christopher Leonard, Kurt Markarian, Aaron Simpson.

Also present: Holly Leonard, David Bailey, Brian Prescott, Mark Kaplan, Larry Balin, Richard Lee, George Neil, Jody Connor, Theresa Ptatk.

The Chairperson called the meeting to order at 5:32 p.m.


New London/Sunapee Joint Quarterly Meeting - See Joint Meeting Minutes.

DES Boat Pump Out Station – The DES representatives joined the table. George N. thanked the Commission for putting them on the agenda for this meeting. Aaron S. questioned if DES had seen the letter to the editor in the paper that stated that there is no reason not to have a pump out station. There was some discussion regarding septic and if this could be an issue with boat holding tanks that may affect the operations of the treatment plant. There was some discussion regarding the Selectmen and how they may feel about having the station on Town property. George N. has not spoken with the Selectmen but will plan on doing so. Aaron S. questioned if there was funding for the project, Jody C. explained that the cost of the unit would be covered by funding. Charles S. questioned who would be responsible if the boat discharge gets into the lake. Jody C. stated that DES would clean up a spill and fix the equipment if necessary. There was some discussion regarding the need for a pump out station. Aaron S. made a motion that if Sargents is willing to man the pump out the Commission would waive the sewer attachment fee for the unit, seconded by Kurt M. There was much discussion regarding who has toilets on their boats and what kind. Charles S. stated that he feels that Sunapee Harbor is too crowded already and questioned how waiting lines would be addressed. There was some discussion regarding the sites available on Sunapee Town property and other areas of the lake. Kurt M. withdrew his second. Aaron S. made a motion to waive the attachment fee for a boat pump out station in Georges Mills, seconded by Kurt M., voted unanimously in favor, so declared by the Chairperson. DES departed at 7:28.

Forms for Signing:
March 27, 2008 Meeting Minutes:  Aaron S. would like town council and DRA to let the Commission know what can be done with the funds that the town voted to pay to the Water Department. Paul M. questioned where Granliden was at in regards to turning on the town water, Dave B. has not heard yet and the water is not yet on. Theodore G. made a motion to accept the minutes as presented, seconded by Paul M., voted 6 in favor, 1 absent, passes in the majority, so declared by the Chairperson.
March 2008 Sewer Purchase Journal: After some discussion regarding the repeater and how much electricity it is using and regarding the muffin monster, Aaron S. made a motion to approve the sewer purchase journal as presented, seconded by Charles S., voted unanimously in favor, so declared by the Chairperson.
March 2008 Water Purchase Journal:  After some discussion regarding NE Barricade and flushing signs, Aaron S. made a motion to approve the purchase journal as presented, seconded by Kurt M., voted unanimously in favor, so declared by the Chairperson.
1st Billing Warrants 2008:  Aaron S. made a motion to approve the rent collectors warrants for water and water bond in the amount of $190,428.60 and for sewer in the amount of $202,664.05, seconded by Charles S., voted unanimously in favor, so declared by the Chairperson.

Water Treatment Highlights:  Dave B. reported that there was another leak on a service line that goes off of Winn Hill Rd. and that the customers have been sent a letter stating that they must fix it immediately. Dave B. reported that hydrant flushing is being done this week at night. Dave B. had a meeting with Underwood Engineers and DBU Construction regarding the completion of the Lake Avenue Project. Dave B. reported that Tony B. did not want the manholes raised until after Labor Day. There was some discussion regarding having a meeting with DBU, Underwood and Tony B. Dave B. will see if he can schedule a meeting.

Old & New Business:  Aaron S. stated that he would take the position of Vice-Chair but thinks that Theodore G. should give it a try. Theodore G. made a motion to elect Aaron S. as Vice-Chair of the Commission, seconded by Charles S., voted unanimously in favor, so declared by the Chairperson.
There was some discussion regarding when the plaque should be installed and when a commemorative ceremony would be held.
Paul M. questioned the sewer project for Perkins Pond. Aaron S. gave a synopsis of what had gone on with the issue in the past and DES having not released a final report on their study. Dave B. will contact DES and see if he can get the final report.
Charles S. questioned the funds that the town had voted to pay the water department to help pay for Granliden’s line. There was some discussion regarding what was happening with the funds.
Charles S. is concerned that there is no formal agreement between the Commission and Granliden with regards to taking over the new water main. Town Council will be consulted to see if an agreement is necessary.
Water Ordinance Changes. There was some discussion regarding deficiencies in the ordinances and items other than the cross-connection control program in them that may need to be addressed. Aaron S. made a motion to accept the Water Ordinance as amended, seconded by Charles S., voted unanimously in the affirmative, so declared by the Chairperson.

8:23 p.m. Charles S. made a motion to adjourn, seconded by Aaron S., voted unanimously in the affirmative, so declared by the Chairperson.
